Bouwbesluit 2012

A building should not pose a danger to residents, users and the environment. That is why the government has laid down regulations for safety, health, usability, energy efficiency and the environment in the Dutch Bouwbesluit 2012. A building must always comply with these regulations.

What is included in the Bouwbesluit  2012?

The Bouwbesluit is a collection of building regulations with which all new buildings and all renovations in The Netherlands must comply as a minimum. The Buildings Decree contains regulations relating to safety, health, usability, energy efficiency and the environment, among other things. For the interpretation of the Bouwbesluit reference is made to standards of the NEN. 

Reaction to fire

As of 1 July 2020, the performance requirements regarding the fire and smoke behaviour of cables (CPR) have been incorporated into the 2012 Building Act.

This means that the minimum legal requirements for cables and pipes for fire classes Dca, Cca and B2ca and the additional classification for smoke s1 or s2 are determined through the Building Act.

NEN8012:2015

The standard NEN 8012:2015 contains detailed performance requirements regarding the fire and smoke behavior of cables. Because additional requirements are now set in the Building Act, NEN 8012 will also be amended. These changes are currently being incorporated into a new version of the NEN8012. Until completion, a change sheet has been added to the NEN8012:2015. 

In combination with NEN1010, this standard can be used to determine for which spaces and under which conditions of use, for example, halogen-free cables are mandatory.

Construction Products Regulation

Cables for fixed installation in construction works are covered by the European Construction Products Regulation (CPR) with regard to their behavior in case of fire.

Cables are classified according to this CPR in different fire classes. NEN 8012 indicates when which fire classification should be applied, including the additional criteria:
